Child Care Financial Assistance

What is the Child Care Financial Assistance Program?

The Child Care Financial Assistance program provides assistance with payment for child care for income eligible parents/guardians. The purpose of the program is to enable working families to obtain quality, affordable child care while they are at work, school or job training. There are three programs:

  • Day Care Financial Assistance
  • Before & After School Care Financial Assistance
  • Summer Day Camp Financial Assistance

Applications for the Day Care and Before & After School Care are posted in July with a deadline for preferential consideration in August.  Following August, applications will be reviewed and given consideration based on available funding. Applications for the FY2013 program will be posted in July 2012.

Applications for the Summer Day Camp program are posted in February with a deadline in March.

Am I eligible for assistance?

 

To be eligible for assistance, you must:
·       Have lawful custody of a child under age 13 who receives care in a licensed facility;
·       Be a resident of New Trier Township
·       Be working full or part-time; attending school; and/or are in job training,
·       Meet income guidelines.
 
Compare your household income with the chart below. You may be eligible for assistance if your income is within these limits.

How do I apply for the Summer Day Camp program?

Applications for the Summer Day Camp program are posted in February with a deadline in March.  Following March, applications will be reviewed and given consideration based on available funding.  Call the Social Services Administrator at 847-446-8201 for more information.

How long will it take to review my application?

It may take 30-45 days to process your application. Avoid possible delays by submitting all the required documentation with your application.

What type of assistance can I expect to receive?

All applicants are expected to pay a portion of the expense. Financial assistance amounts vary and are based on the family’s personal situation, income, and cost of care provided.

Who qualifies as a child care provider?

The child care program selected must be one of the following:
a.               State licensed day care provider
b.               Accredited Kindergarten or preschool program
c.               Affiliated with either a school or park district

How is the Child Care provider paid?

Child care providers are paid directly from New Trier Township. Parents/guardians are responsible for paying the balance.

All applicants are notified in writing of the status of their request.

Who administers this program?

The Financial Assistance Review committee is comprised of social service professionals. All information submitted to the committee remains highly confidential.

How do I apply for the Day Care and/or Before & After School Program?

 

  • Download an application for the Day Care & Before & After School Care programs.
  • Call 847-446-8202 to have one mailed to you
  • Stop by the Township Office at 739 Elm Street in Winnetka. Get directions to our office.
Complete your application, include supporting documents and mail it to arrive no later than August 1, 2011:

Why was the program created?

New Trier Township government is committed to identifying and developing initiatives that will enhance the quality of life for residents, with a focus on youth, seniors, and persons with disabilities. The Township has had a strong history of funding service providers (i.e. social service agencies). As part of the Board of Trustees' strategic planning process, a strong desire developed to provide service on behalf of individuals. The Board has investigated the concept of "money following the person." With close to 9% of the Township’s population identified in the 2000 U.S. Census as a person with a disability there is a measurable market opportunity. In order to have significant impact it was determined the program would cover a wide range of services.

Who is eligible?

Individuals, children or adults, with the following disabilities are eligible:
  • Autism Spectrum Disorders – A disability with disturbances in social interactions, communication, imaginative activity, and activities and interests.
  • Developmental and/or Cognitive Delay – A developmental disability, which impairs adaptive behavior and daily functioning in varying degrees.
  • Multiple Impairments – (1) A developmental disability, which constitutes a substantial disability attributable to intellectual disability, cerebral palsy, epilepsy, autism or a similar condition, and is expected to continue indefinitely. (2) Multiple disabilities physical, sensory, behavioral or cognitive functioning, which constitute a severe or profound impairment. Development substantially less than expected for the age in cognitive, affective or psychomotor behavior.
  • Mental Disorders - A primary diagnosis according to DSM-IV diagnostic codes including, but not limited to schizophrenia, delusional disorder, schizoaffective disorder, bipolar affective disorder, atypical psychosis or major depression (recurrent). Functioning substantially impaired in areas such as self-maintenance, social functioning, activities of community living or work skills.
  • Physical Impairments - An AVM rupture, epilepsy or other seizure disorders, hearing impairments, MI (heart), paralysis, TIA (stroke), and/or visual impairments.

What are the residency requirements?

All applicants must be a resident of New Trier Township.

Children must:

  • Live with a biological, adoptive or foster parent or
  • Live with a legal guardian.
Adults may:
  • Live full-time in their own home or apartment,
  • Live in a private home with a relative or guardian, or
  • Live together with as many as three unrelated adults

Are there other eligibility considerations?

The person with a disability is eligible for one of the following:

  • A client of Community Alternatives Unlimited
  • Receives federal Supplemental Security Income (SSI) or Social Security Disability Income (SSDI)
  • Enrolled in the High School Transitional Program
  • Other – Will require current verification of disability. A physician or licensed therapist will be required to complete the Certification of Eligibility form that appears on page three of the application.

What services/expenses are covered by the program?
For children services might include, but is not limited to:
  • Respite care
  • Child care
  • Therapy services
  • Medical expenses
  • Family counseling
  • Modifications to make their home more accessible
  • Special vehicle or other equipment.
 
For adults services might include, but is not limited to:
  • Home health services
  • Personal care services (help with dressing, etc)
  • Training and assistance in self-care (help with learning how to dress, cook meals, etc.)
  • Habilitation and rehabilitation services
  • Services related to finding a job, or supported employment
  • Respite care
  • Crisis management
  • Purchase medicine, nutritional supplements or adaptive equipment
  • Modifications to make their home more accessible.

How will the program be administered?

Interested persons will be asked to fill out an application form that can be obtained by calling/visiting the Township office or downloaded from the Township website. Applications will be accepted through December 30, 2011. Applications must be submitted to the Township office by 5:00 p.m. or postmarked no later than December 30, 2011.  The drawing will be held on January 12, 2012. All participants will be notified by mail by January 31, 2012.

What kind of medical professional must supply proof of disability for a Community Support Grant application?

For all physically related impairments a licensed medical doctor must provide proof.

For categories of disabilities that fall under mental illnesses, certification from a licensed psychologist, psychiatrist, or licensed clinical social worker, meeting the aforementioned criteria (diagnosis, treatment recommendations, provider stationery, signature and license number), will be accepted.

Will the Township accept evaluations done by the applicant's school district (if applicant is a child) as proof of disability, i.e. documentation submitted as part of a special education re-evaluation?

If the documentation provided by the school meets the previously mentioned criteria listed in answers 1 and 2, then it will be accepted.

Can I submit registration documentation for the next summer camp for people with disabilities?

No, only services rendered during the current fiscal year, March 1, 2010 through February 28, 2011, will be reimbursed or paid for directly to provider.
