New Trier Township to Hold Public Hearings on Funding of Social Service Programs

WINNETKA, November 5, 2010 - New Trier Township’s volunteer advisory committees will begin hearing proposals from non-profit social service agencies applying for governmental funding of their programs. The hearings begin on November 10th, and continue through December 1st. The hearings are open to the public.  In total, 36 service agencies are seeking funding of 50 different programs amounting to $1.34 million in funding requests. In Fiscal Year 2011, New Trier Township budgeted $1.09 million to fund 45 programs. Supported programs ranged from youth drop-in centers and senior services to the well-being of individuals and families and include crisis intervention and prevention services. The Township also provides financial support to residential, vocational and respite programs, as well as advocacy and inclusion programs for persons with disabilities.
 
Proposals go through a four-step process, according to Supervisor Patricia B. Cantor. In July each year a call for proposals is issued. Agencies seeking funding submit proposal in mid-September. In November and December agency personnel present their proposal to an advisory committee made up of volunteers from the Township. Funding decisions are based on performance, perceived need by the community, and program content, explained Cantor. The Advisory Committees make a recommendation to the Board in January. The Board reviews the recommendations and makes final award decisions. Upon approval, payments are made three times in a year and are subject to monthly oversight by the Advisory Committees and Township Board.
 
In 2002 Urban Innovation in Illinois (UII) recognized this process for fiscal responsibility in government by implementing programs that help governments meet the challenge of allocating scarce resources to deliver services and protect a communities financial health. "It’s a process that continues to serve the Township well today," says Cantor. "As a steward of taxpayer dollars our responsibility is to ensure those funds are allocated carefully and in a responsible manner that serves our Township residents," she adds.
